Are you seeing an error message, if yes post screenshot or provide details - when is the error happening. Also are you using Browser or desktop. I just set an employee to WHM and Taiwan and saved just fine in desktop AR2022.11.

no issues with the Desktop version, however, got stuck while starting the STP Phase 2 process via browser with no error msg (just simply can't save per below screen dump) :
