Hide inactive employees when choosing which employees qualify for a new entitlement category (probably other payroll categories too but I haven't tested it today)

When I set up a new payroll entitlement category, it would be nice if only the current employees appeared on the list of employees to sift through instead of all the people who left in the past 10+ years. Or even a search box so I don't have to scroll through 100s of names.
