Add another user who can authorise STP payments to the ATO

We are a small NFP with two part-time employees. Our file is off-line. How can I add  another authorised user who is also able to send STP payments to the ATO? Thank you.

    Thanks Tracey. I missed this line - If your file isn't online, the user will need an MYOB account, so contact us and we'll help you set them up. and tought it had to be an on-line file. Thanks for pointing me in the right direction.
