Confirmation is normally only requested once a month to make sure you’re using a licensed version. I’m not 100% sure if this is specifically related to verification and why your user keeps getting the confirmation page, but our team can definitely dig into it further for you. Scroll down to “Unable to connect to the online confirmation service”, it has detailed steps to help resolve the error.
