If an employee is under 18, has no superannuation or PAYGW shouldn't their gross wages still appear on the STP finalisation report?

That's correct, if this employee has the appropriate ATO reporting categories assigned to each of the pay items they use (base hourly, annual leave, etc.), their totals should pull through to STP.
