Generally, any ATO error codes will also give some details as to what the issue is so that you are able to fix it.
CMN.ATO.PAYEVNT.000199 refers to the date entered for the pay/update Date must not be later than today's date, so if you have entered a date that is in the future, this is why you are getting this error.
If you have entered a date that falls within the time that this error wouldn't appear, can you please attach a screenshot for some further investigation?
