Bank Feeds: Allow those with Bank feed access to select "get bank transactions"

Why cant anyone who can view bank beeds update the bank feed data?  Its silly to limit this to administrator access.

Thanks for your feedback.

The user access for Bank Feeds was changed to allow users with permission to Bank Feeds to also update the feed.
