Hi,
I am having a trouble closing a financial year.
1. it doesn't let me choose the last month of the next financial year.
2. If I ignore 1st error and move on, then it gives me 'ValidationException'.

company file: online
serial #: 4794
company File ID: 1
Current financial year/last month: 2019 / June
Coversion month/year: July 2019
Accounting periods: Thirteen
I am not 100% sure on the last question as I was given access to the file recently and trying to solve this issue.

Would you mind just confirming that you have provided the correct information, in particular, the conversion month (year) and current financial year information - conversion July 2019 and financial year June 2019.
The conversion month is typically the month you specify when you first want to start the company file. Normally, this is the same financial year when you first create the file. The financial year you are indicating in the file is June 2018 - July 2019, which would be outside of the conversion period. So just wanting to ensure that you have 100% provided those correct values for this one as its a key requirement when we run the script.
Note: It may be the correct values, we just need to be 100% sure we are agree with what you have at our end before we run the script.

Thank you for providing that screenshot.
In short, the script that we do run to correct this situation forces the conversion month to be the month in the Company Information. With your case, as the financial year settings are showing as being a little unusual we want to ensure that you have a current backup of the company file (File>>Backup). This is a preventive measure to ensure that we have a restore point available if the script doesn't fully work as intended and causes the conversion month force to lock down the file.

We've arranged for the necessary script to be run for you.
Just before you roll the year can we get you to enter a transaction into the company file (any type and date). We just want to ensure that forcing that conversion month hasn't done anything untoward with the ability to enter transactions. If you can't enter a transaction then by all means restore that backup.
If you can enter a transaction then do complete that close a financial year process and let us know how you get on with that.

Sorry to hear that hasn't worked for you initially. We've re-run the scripts for you, do you mind completing that process again i.e. seeing if you can enter a transaction before closing the year.
