Thanks for your post. Under Setup > User Access, when you highlight an user, there is the 'Inactive user' tick box located in the top right corner. To make this user active again, please untick this box, click on Save then it's done.
If this is an online company file, the user's email address was invited to the online file then removed, you'll need to re-invite the email address to the online company file.

Hi
There is an online file.
User is actaully showing as "access removed" for online file.
Cannot re-inivte as it says user email is the same.
Cannot delete as it says there is an audit trail.
Desktop is showing active. Read only / inactive user buttons are greyed out (unable to click on)
User cannot access anything

Could you send me your serial number and the email address you are trying to reactivate via Private Message and I will check if I am able to reset this user from my end.
Edit: Solved via Private Message: Invited user as an owner and added a new billing contact.
