I have an employee who is taking four weeks annual leave but only has enough leave accrued for two of those weeks. She will have two weeks of unpaid leave.
Does annual leave continue to accrue on the two weeks where she will be paid but not on the unpaid leave?

Yes as you said Holiday, Personal and Long Service leave all accrue when staff are on Holiday, Personal or Long Service Leave.
The leave types that don't accrue are the run down types such as Compassionate, Jury Service and Domestic Violence leave.
