Hi
I have tried unlink an employee from a payroll category but it keeps appearing. It is the only employee.

Once you untick the employee from the Payroll Categories>>Employees window, you have to save it and then click on OK again to save the payroll category information. If you've clicked Cancel on the second window accidentally then the changes will not be saved.
If you've already saved the changes correctly and the employee is still not getting unlinked, please explain the exact steps taken with screenshots so we can investigate this further. Additionally, can you also confirm if you have used timesheets for this employee?

To answer your question, we do not use timesheets.

I'm glad you found it helpful. If you're not using timesheets, then saving both the windows after unlinking the employee from the payroll category should work.
