Am I correct in thinking that unlesss a data file is in the cloud then the client can not transition to STP2?

Yes this is correct, in order to use MYOB's STP Phase 2, the company file must be online, it will not work with offline files.

Users who cannot or do not want to go online will need to use alternative STP reporting software such as STP Creator. This was developed specifically for MYOB and works with offline AR2023 files. Cost is currently $111pa for up to 4 employees and $222pa for up to 20 employees.

The advantage of using STP Creator over other alternatives is that you can process payroll in AR2023 and STP Creator will extract and use that data. With most other options you need to re-enter the payroll data to an online portal.
