I find that if Client Compliance is not opening for a new client, generally its an issue with the Background Process not running when the client was created. Try starting the background process (if it's still not running) and then update the client name. To do this, go to the Main tab for the client and click on Edit Client Detail on the left side. Modify the name of the client, click Ok, and then modify the name back to the original.
What this does (other than refresh the name), is force the new client through the Integration process. When you try to open Client Compliance after that, you should find that it works.
