Client not showing up on partner reports even though they are allocated to a partner

We are having an issue with some clients allocated to a partner in the firm in the client database but when we run reports by partner they are not showing up.  This includes tax reports.  They do not show as allocated to a partner in tax preparation.

 

I tried ringing the helpline the other day but was passed to 3 different people and then finally disconnected after 40 minutes with no solution.
