It seems like this return may have an incorrect value set in the prior year which is why its not rolling forward.
Here are the instructions (edited) from the original Knowledge Base article linked in the previous topic.
Untick the prior year (Tax 2015) return "exclude from rollover"
Open the prior year return (Tax 2015) and perform the following steps.
