We are trying to make changes in the 2019 financial year to a file currently on the latest version of AccountRight, however we don't seem to have the ability to do so. We are able to make changes from the 2020 financial onwards. Is there a limit on how far we are able to go back?

To my knowledge, there is no limit to how far back you can change a transaction. However, it does depend on when the financial year was closed i.e. what version. The ability to edit past-year transactions was introduced in 2020, with already-rolled years not having that ability to be edited - any newly rolled years would have that functionality.
So, in your case, I would assume that the financial year that transaction was recorded in was rolled in a version of the software before historical transactions could be edited thus making it not possible. As a result, if changes are required you would be looking at recording those in the current (or earliest) financial year you can OR alternatively restore a backup prior to the closing that financial year and re-entering all the data (not a feasible options).
