Add profile to disable Auto-allocation button

This button is easy too easy for a data entry clerk to click and save. In a big account, this can be a real problem.

I've just had a client request this very thing.  They are very large scale, single debtors can have a thousand invoices when the payment is ready to be allocated and they find it extremely dangerous to have the auto allocate button.

Please have the option to disable.
