That level of access is only granted by Advisor access to the MYOB Essentials business. Standard and Administrator users will not have that option available to them in that version.
Although, new Essentials its a feature available to all users that have access to the Banking window.

If there is no cross icon next to the user it tends to indicate that you are either a Standard user or an Advisor to the MYOB Essentials Business, rather than an Administrator. The delete user functionality only being available to Administrator users.

I am the subscriber and advisor on the file, but I invite staff in as users. When they no longer need access to the file, I need to delete them. How do I do this?

An Advisor to an MYOB Essentials can add Administrator or Standard users, they don't have the necessary access to remove a user. This action would need to be completed by an Administrator user.
In some rare circumstances, our phone-based team can remove a user on an Advisor's behalf but that is normally just prior or post handover.

Thank you for your replies.,
This is absolutel;y stupid that an Advisor can add a user, but not delete one. Who at MYOB thinks up these absurdities. How am I supposed to delete a user once they should no longer have access. This could be a major security risk.
Can you please pass this feedback to your to whoever is responsible .

Thank you for your feedback, I've shared it with the team.
Currently, as indicated, Advisor users can grant access but not remove it. It would be up the Administrator user(s) to remove that access or under special circumstances, our phone-based team can remove that access.
