If you are using Get Statement you certainly can upload a bank file more than once.
My recommendation would be to go to Banking>>Reconcile Accounts and selecting the bank account before selecting the tickbox at the top of the transactions - you want to make sure that they are all unticked. What this will do is unmatch all the transactions so you can rematch them as part of the new Get Statement process (i.e. the second time).

The Get Statement function is a tool to aid in the reconciliation process. It does this by matching your existing AccountRight transactions and that of your imported statement/bank file. It doesn't automatically add transactions into the company file when doing that import. If you do need to add a transaction during that process you can use the Add Transaction option but it will not be done by default and such importing a duplicate bank statement file will not duplicate your transactions.
