Can't create EI Return File Payroll 2023.1

Hi there,

I have just upgraded Payroll to 2023.1, and tried to create EI Return for Payday Filing.  But after I clicked on "Finalise Pay", it says "Can't create EI Return file".  

Then I went to the "Employment Information Return" window and tried to create the EI file again, but it still says the same "Can't create EI Return file".

Could anyone please help with this?  What caused this, and how can I  get the EI return file now?
