I have updated my MYOB Payroll to 18.1 and come up the above message. and can't open the payroll system.

Generally, "Error 114/Index does not match the table" is caused by a system crash or a corruption in your Payroll. Restoring your latest backup would be the recommended way to resolve this message and New Zealand Payroll Support Note: Unable to open Payroll, or errors "1976" or "114" would be able to assist with that process.
