The reason for this error is the “Send via Outlook 2013 and above” option is selected when using an earlier version of Outlook such as 2010. The fix is to use the “Send via email software” option in the Email settings as shown:

it then says "generating email" but nothing happens

In that case, you can try a few things, the first one is trying to run NZ payroll as Administrator. It has also been noticed that some clients need to have Outlook open while emailing payslips while for some others, emails are sent when Outlook is closed. Therefore, please try doing both of them and let us know if there is any change.
If nothing works, ensure that you have 32-bit Outlook installed and reinstall it as that has also happened to fix the issue.
