Ability to permanently uncheck Apply surcharge on individual customer card

Would it be possible to add an "apply surcharge" check box to new customer cards? This would mean that when creating invoices, the apply surcharge box can be permanently unchecked for particular customers. I have a couple of larger companies that require all fees be incorporated into the invoice, so the surcharge is calculated manually and added as an item to the invoice. The problem arises when creating the invoice and remembering to uncheck before sending.
