I&E balance not clearing when financial year closed

I have closed my financial year (2021 calendar year) and some of the income and expense balance will not clear. I have tried moving accounts up and down as suggested in previous posts. This did work last year - but not working this time. Any suggestions. I have been waiting 45 mins so far on the help line.
