Business Contact cannot send STP reports

we updated the business contact to our payroll person but it's not allowing her to submit payroll reports. can you help?

    Hi meldon, 

     

    Thanks for your post. So we can assist, can you please confirm the error she gets when attempting to submit payroll ?

      no error message, she is unable to submit and not shaded to allow
