Inventory Adjustmentsenforces negative stock constraint regardless of Item Class setting

Is this by design? Inventory adjustment enforces negative stock constraint on release regardless of whether negative stock is permitted for the item class.  I can't see anything in the documentation. 

(Don't ask why you'd want to: people do some funny things!)

Entering the same as an issue rather than an adjustment goes through fine.
