Foreign Tax Paid - Rent

I'm filling 2018 tax return for my client. In net foreign schedule, for the foreign tax paid, I tried putting the actual amount of tax they paid of 3,000. But when use tax estimation (F4) it claimed the full amount instead of the eligible amount (1,000). Is this an error from my version or should I have put the eligible amount only in the first place? Thanks.
