AccountRight v19 is part of our Classic range, whereas AccountRight 2017.2 is part the 'new' AccountRight or AccountRight Live range. If you would like to upgrade to AccountRight 2017.2 you would be able to from AccountRight Plus v19. You are welcome to stay on AccountRight Classic (v19) if you do wish to.
