Not sure. Build | Clean solution and/or nuking the bin folder is always my start point for weird issues.  You could check this out:

Failing that, see this post, showing you don't actually need the WebView2 update just yet.

Hi Steve

 

I opted for your last resolution and am thankful it works fine.  I've noted the qualification around not needing WebView2 "just" yet, but many thanks in getting past this issue.
