MYOB AO V5.4.32.108 Plus - Trying to add responsibility types

Hi there

I would like to add to our Responsibilty type list. 

The current instructions say there is a way to add a responsibility through maintenance > internal > responsilibity type, however I only have responsibiity update. I have checked my security and I am set up as an administrator so I should have access to everything. 

I cannot add a responsibility in responsibility update box. Can someone please assist. Thanks,
