Account budgets in AccountRight can be added for the current and next financial year.
To directly answer your question it would depend on what the current financial year your file is in. You can check that financial year via Setup>>Company Information. Provided you are in the 2021 financial year, you could close the financial year rolling over into the 2022 year. This would allow you to enter the budget information for the 2022 (current) and 2023 (next) financial years. If you are in the 2022 financial year you should be able to enter that 2023 budget already
Note: We are currently in the 2023 financial year this commonly runs from June to July so June 2022 to July 2023. It is the year that the financial year ends in the software.
