Hi H-TS​ 
For question 1;
The Primary and the Billing contacts on an account will have the ability to access the bill
(The Billing contact is the person who receives the email)

For question 2;
No, I am not aware of any plans to remove the ability for our customers to attach an invoice as PDF.

Apologies for not addressing these from your first comment. 
We are reviewing whether it is possible to continue attaching PDF in future based on customer feedback as well as the ability to have our invoices sent straight to customer in-trays which has also been mentioned in this thread
