Welcome to the Community Forum.
You cannot delete a purchase that will result in negative inventory on hand. This is why the error message is coming up.
If you need to delete a transaction, you'll first need to do an inventory adjustment. I have linked our Help Article on having not enough items on hand to make this transaction which does provide the steps on how to do an inventory adjustment which will also resolve the error that you are getting.
