Add notes to docs in the 'In Tray'

Allow the ability to add notes to the items in the "In Tray"

This would mean that a note could be added for admin staff like when stock is expected to arrive or who is to process this one ie who knows all about it.

    This is needed (also in 'uploads' view online). View, edit, add notes in this view before the file is added to a transaction please
