When I try to create the taxxable payments file, it comes up with an error message.
All it says is 'could not download TPAR file.'
We've gone through every single supplier to update name, addresses & ABNs and still no luck.

The error message typically indicates that there are invalid characters in the TPAR file. This can be caused by manually changing the TPAR file or by invalid characters entered in the supplier cards. We can run a script to check for invalid characters in supplier cards and check further about this matter.
