Time in Lieu value on Balance Sheet

I need to enter a dollar value onto my Balance Sheet to reflect Time in Lieu owing but am unsure how to do it.  I believe it needs to be a journal but not sure what it would look like.  I have the correct hours posted in Entitlements but no value.
