I have come across this before, and I assumed it was historical entries against the account.
As a work around, I re-numbered the detail account and created a new header account with the preferred number.

Thanks to JBBB for your help so far. Yes, that is correct - if you create a transaction, then delete that transaction, the journal still exists in the background even if on the front end it doesn't look like there are any transactions currently.
As a workaround, you could create a new account and then make the old account inactive.
