What is the current FY - see under Setup > Company information. Any years before this one have already been closed. So if this shows Current FY is 2023, then this is the only year you can Close. This will set the Current FY to 2024.
FYI it is generally not advisable to close a FY until your accountant has lodged the tax returns for that FY. Sometimes your accountant might want adjustments made and this is best done before you close that FY.
