Posting a payrun via API

I am able to use the timesheets API to update the timesheets

is there any way to post the payrun using API?
Xero does that. 

atleast creating a draft payrun via API, so that user who  records the payrun doesnt have to put in all the start date and end date of  payrun


or if not api , how to get to step 2 (attached screenshot) with prefilled step 1 bypassed
