Accounting issues

I am trying to create a new "Cost of Sales" (or "Cost of Goods Sold") account for tracking purchased finished goods. However, when I navigate to the Chart of Accounts and attempt to create this new account, the dropdown menu for selecting a Parent Header account is blank and shows no options. This prevents me from correctly categorizing the new account under the appropriate parent account (e.g., "Cost of Sales" or "Direct Costs").
