I am trying to set up new accounts under other expenses and am unable to set up as there is no option to select a parent header. Please advise how I can set up a parent header on this version of MYOB.

Thanks for posting and welcome to the Community Forum.
Generally, the other income and other expense headers will not be added to the ledger if the business type was created as an individual business, However, we could request for the repair team to add these header accounts if the user requested it. I will send you a private message to collect data for us to create a case to action this.
