Hi, I created a TAX CODE and then I created a Category and linked it to the tax code. I then put in ONE transaction. It didn't work to show in the BAS Report so I'm trying to UNDO this. ...

Yeah that error message is pointing out to the link between tax code and the category which needs to be removed first.
Because the tax category and tax code are still linked to each other, the system won’t let you delete either one until that link is removed first. Since you’ve already deleted the transaction, the next step is to edit the tax category and remove or change the assigned tax code, save that change, and then go back and delete the tax code if it’s no longer needed.
