Hi lbrockliss,
You can check the standard pay of the affected employee to see if an extra amount has been entered on their hourly rate, which might be triggering the 8% on top of the normal hourly rate. This can be done by reviewing the Pay Details section in the employee's record, specifically under the Standard Pay tab. You can remove or correct amounts on the hourly rate field to make it's correct.

I have checked what you suggested but there isn't an extra amount entered. Have you got any other suggestions?
