Stock Alert not building correctly

We are using Account right plus AU 2023.11.0   When we are trying to build orders form our Stock Alerts, it does not bring all selected items in.    It's actually frustrating enough that is does ...

We don't want to create purchase orders we want to build items into smaller quantities from a carton.  This function is for re ordering from suppliers.
