Enterprise v19.11 has no inbuilt STP functionality. You would need to use a 3rd party solution, or upgrade to AR2023.
Try STP Creator - this is a STP solution developed for MYOB offline files (both v19 and AR2023). Importantly in your case, it allows you to report STP for the prior payroll year, so if the payroll year in the file is 2023, you can report and finalise or amend FY 2022, provided the transactions are in the file.
As you are missing or need to amend or add payroll transactions for the prior Payroll year, you would need to restore a backup where the payroll year is still 2022, add or amend the payroll, then report via STP Creator.
You would then need to update the accounts affected into the current file by way of journal entry.
While you could upgrade the file to AR2023 and purchase a subscription to allow STP reporting, based on other forum posts, the system will not allow you to report for FY 2022, only amend previously lodge STP reports. And while AR2023 now allows you to post transactions in earlier years, it is unlikely that this applies to payroll transactions - which are limited to the current payroll year. I also read in a forum post that prior year transactions can only be edited if the FY rollover took place in AR2023, so you may not be able to do this when the rollover took place while the file was a v19 file.
