Cat change ATO payroll category

I cant change the ATO payroll category for ETP tax free. it is greyed out.  It is the only one greyed out. 

I have actived the employeed, removed the  termindation date and removed category form the employee.  Tried to change ion desk version and on line. Have wated on hold 1 hr and 55 mins, but given up.

How do I fix this?
