Thank you for your post.
It sounds like you're experiencing some trouble with contacts not showing up when you try to start a new quote, even though they appear in the contact list when you search. Kindly try to troubleshoot by logging out of the file and clearing your browser cache before logging in again. If it doesn't work, please try a different browser, and ask other users of the file to test if they can create a quote with that customer without any issue.
