To upgrade a user’s online access from an online file user to an online administrator, their access as an online file user needs to be revoked, and you then need to be invited as an online administrator. This can all be done by someone with the online owner role by going into Setup >> User Access >> Manage Online Users.
The level of online access that a user has is different from the file access they have. So it is possible to have a user with full access inside the file (such as the administrator role) who has been invited only as an online file user. Once the user has been re-invited with the online administrator role, please get them to open the file the first time through Open a Company File >> Online and sign in that way. This will bring up a list of all the files that they are able to access.
