Thanks for your post and welcome here to the Community Forum. We are sorry to hear that you are having difficulties in adding a new allowance for your employees and for what you have experienced before when logging in to your account. We genuinely appreciate your patience during this time.
Regarding your concern, it is possible to address the issue by adding a new allowance with the same name and rate as the base hourly rate for that employee. You can achieve this by creating a new payroll category within that allowance and then assigning it to the employee.
