Very briefly on your original question:
Generally behaviour as you describe, where you can't access a menu, will be due to a combination of:
User Roles
&
User Licences.
If you have the User Roles required to access the screen, then you might not have the correct User Licences. Payroll only users, for example, may not have access to all CRM screens due to licence restrictions.
